In order to carry out acts of sabotage against Russian targets, Ukraine has deployed a network of legmen and supporters within Russia and has started giving them drones to stage assaults, according to various persons familiar with US intelligence on the subject.
US officials suspect that these pro-Ukrainian agents in Russia launched drones from within Russia, as opposed to flying them into Moscow from Ukraine, in an early May drone attack that was directed at the Kremlin.
Uncertainty surrounds whether other drone strikes in recent days, such as one that targeted a neighborhood of homes close to Moscow and another that struck oil refineries in southern Russia, were either launched from inside Russia or carried out by this network of pro-Ukrainian operations.
But US officials believe that Ukraine has developed sabotage cells inside Russia made up of a mix of pro-Ukrainian agents and sympathizers with a background in this style of combat. They are thought to have received drones produced in Ukraine, and two US officials told CNN that there is no proof that any drone strikes have been carried out using drones that were supplied by the US.
However, two of the sources told CNN that Ukraine has established well-known smuggling routes that could be used to smuggle drones or drone components into Russia where they could then be assembled. Officials were unable to definitively explain how Ukraine was able to get the drones behind enemy lines.
